REGLAMENTO DE LA LEY DE LOS SERVICIOS DE VIALIDAD, TRANSITO Y TRANSPORTE DEL ESTADO DE JALISCO

Article 40
Where there is no posted speed limit, arterial city streets will have a maximum speed limit of 50 kph .

Article 41
Speed limit is 25 kph in school zones when kids are going to or coming from school and in hospital zones or when a school bus is stopped and loading or unloading kids or an ambulance is stopped in the road.

Article 57
Motorcycles 125cc and up need to have insurance covering 2,000 days minimum wage (100,000 pesos).

Article 159
The following are considered serious infractions:

1) Running a red light or failing to stop when an officer says not to pass.
2) Exceeding the posted speed limit by 20kph or exceeding the limit in zones with zero tolerance.
3) Driving the wrong way on a street or entering a main street in reverse
4) Driving under the influence of alcohol (0.6 grams per liter) or drugs
5) Driving with a suspended or revoked license.

Article 161
All fines not paid within 30 days will be sent to the agency to enforce further collection action.

Article 156
The authorities can take your car if driving without plates or permission to drive, driving with plates over other plates, lacks proper equipment to drive, car is parked blocking garage or impeding traffic or pedestrians. Is a contaminating vehicle.

Article 158
They can tow your car or take it away from you for:
1) Using it in a flagrant crime
2) Having it been reported used in a crime.
3) Per court order
4) Violation by the driver of a prior article to protect the public.
5) Failure to prove legal right or possession of the vehicle

The authorities in no other case may take your car.

Article 159
The authorities are not authorized to take a driver’s license, plates, papers or any other document except in the case of public transportation or heavy load trucks.

(OK, here are the fines. Remember that if paid within 5 working days you only have to pay ½ the amount).

Article 161
Fines for the following offenses shall be one days (50 pesos) minimum wage:
No bumpers, windshield wipers, side mirror, seatbelt or helmet. Cracked windshield impairing vision or no vehicle registration. Not using the sticker on the glass that has the plate numbers, using lights not permitted and throwing trash from the vehicle.


Article 162
Fines for the following offenses shall be one days (50 pesos) minimum wage:
Driving without a license, parking in a prohibited zone, driving with partial lights out, using glass or other things that totally impair the visibility into the vehicle. Driving without insurance, parking facing the wrong way, not using seatbelts both driver and passenger, driving in reverse more than 10 meters, prohibited turn, making excessive noise with the horn or muffler or missing a license plate.


Article 163
Fines for the following offenses shall be two days (100 pesos) minimum wage:
Fixing car in roadway and blocking traffic (except in emergencies), abandoning car in roadway, loading or unloading outside authorized hours, driving with people or pets or objects blocking visibility, improperly displaying license plates or covering them up or using plates with numbers that look similar, not complying with an order to keep car off streets, parking in a handicapped spot, improper modification of vehicle, carrying cargo in a way that differs from method outlined in the law, failing to yield to or follow instructions of traffic officers, not stopping for railways and driving in a pedestrian zone. Parking and blocking a garage or exclusive parking zone, driving with children 3 years old or under in the front seats unless no rear seats and child in car seat.


Article 164
Fines for the following offenses shall be three days (150 pesos) minimum wage:
Failing to submit change of address of owner of vehicle, driving a contaminating vehicle, allowing an unlicensed driver to drive vehicle, parking where prohibited on main arterial streets, driving with doors open, being profane to a traffic officer, passing on the right, changing lanes improperly, driving in pedestrian or bicycle areas, driving while talking on a cell phone without using hands free device.

Article 165
Fines for the following offenses shall be eight days (400 pesos) minimum wage:
Running a red light or ignoring traffic officer’s order to stop.


Article 166
Fines for the following offenses shall be eight days (400 pesos) minimum wage:
Driving with no lights on, exceeding speed limit by 10kph in urban zones or exceeding speed limit in school or hospital zones, leaving the scene of an accident, driving without insurance (fine waived if proof of policy is provided within 20 days).

Article 167
Fines for the following offenses shall be ten days (500 pesos) minimum wage:
Vehicle registration or sticker doesn’t match license plates, driving under the influence of drugs or alcohol, driving without license plates or with expired plates, impeding the passage of emergency vehicles with their lights on, exceeding speed limit by 10kph on viaduct streets or neighborhood streets where there is a posted speed limit, driving the wrong way.

Interesting to see the laws especially Article 161! Although in practice most of these laws are broken and Vialidad just don't seem to care.

My pet hate is the whole family (or several people)on a moped with the baby balanced up front, no helmet, and swerving about the road.
