What does the "sticky" icon mean on some subjects/posts?

It just means that that message will stay on the top of the pile ... almost the same way an announcement will.

"Stuck" to the top of the pile, eh?
Here's another....what does the description under the author's name mean and it changes, right? (Like under my name it says "Must be local")

Those descriptions could be called anything ... and are levels based on the number of posts. I could have left that alone and we'd have no descriptions
